Ensure Master bosh can access common releases jobs #118

In order to minimize the effort needed to can deploy a new environment from scratch, we want to make sure we can easily provide updated versions of common release jobs.

The following releases all need to be publicly accessible for Master bosh. These releases will all need a `URL` and a `sha1`.

[ ] fisma (cg-hardening)
[ ] tripwire
[ ] awslogs
[ ] nessus-agent
[ ] newrelic
[ ] riemannc
[ ] clamav
[ ] snort

Looks like our stemcell bucket also needs to be publicly accessible. https://github.com/cloudfoundry/bosh/issues/1271

We believe this is an issue with the BOSH blobs in east/west and not the releases themselves

We're Icebox'ing this for now on the assumption we'll dredge it up in future when we work on replication/contingency-planning work.
