Reorder pipeline yaml files to match get-pipeline output #120

As an SRE, I want to be able to easily compare currently deployed pipelines with those in the cg-deploy-* repos. Reordering groups and alphabetizing entries in our repo pipeline.yml to match the format of downloaded pipelines from concourse will allow us to easily compare using a diff tool.
