Deprecate EPA docker-swarm broker #132

In order to reduce moving parts and avoid unexpected service impacts, we should be using a single broker for Docker-based managed services across organizations.

Acceptance criteria

[ ] the EPA-specific Docker broker is removed

Not going to do this one... Going to just ask EPA to move to GovCloud instead (when the time comes).
