Research [5d]: Prototype Garden runners in non-production

In order to decide whether Diego can be included in our FedRAMP authorization boundary, we want to demonstrate at least one Garden runner deployed via BOSH into a non-production environment.

Acceptance Criteria

• [ ] One Garden runner and necessary other platform components are up automatically spun up in a non-production environment
• [ ] As output of this story we should be able to write stories and quantify the effort needed to move this to production and update any compliance materials to account for the changes
