Terraform needs to have a tooling, staging and production bucket #167

In order to ensure staging does not impact tooling or production, we need to split our credentials into three buckets. In the current state a change to staging could in fact use Tooling credentials

[ ] Tooling has it's own terraform file
[ ] Production has it's own terraform file
[ ] Staging has it's own terraform file
