GovCloud stemcell builder currently not building stemcells #169

The GovCloud stemcell builder pipeline cannot retrieve a specific AMI to build the stemcell, which is causing us to be behind on currently released stemcells

We're back! Fixing involved:

Provisioning the stemcell user / policy in cg-provision
Patching the stemcell builder to wait until AMI exists
