Monitor errors and downtime on platform cf apps #182

Many components of cloud.gov are apps running on cloud.gov (service brokers, firehose, bots, etc). Cloud operations should be alerted if those components fail or start throwing lots of unexpected errors. Let's set up those alerts, probably with new relic or sentry.
