Demo cloud.gov deployed in AWS GovCloud

In order to show we have a viable deployment of cloud.gov into AWS GovCloud, we should demo that all critical platform pieces are up and running.

Acceptance Criteria

• [x] Show that we can deploy a Cloud Foundry application to the GovCloud API endpoint
• [x] Show that the auditable services that are core to the platform are accessible on a GovCloud IP/ELB

Implementation Sketch

• Given I have the necessary credentials for AWS GovCloud
• When I look in GovCloud
• Then I see that the tooling VPC has been created
• And I see that a production VPC has been created
• And I see that master BOSH has been created
• And I see master BOSH has created tooling BOSH
• And I see that tooling BOSH has deployed Concourse
• And I see that Concourse has been populated with all of our expected pipelines
• And I see that Concourse has deployed CF (and friends) to the production VPC
