Infrastructure as code re-usable components

In order to consistently provision needed resources. As an operations engineer we want re-usable components that can be used as building blocks for more larger more concrete infrastructure.

Acceptance Criteria

• [ ] Components can be used on their own or combined to form larger defined infrastructure
• [ ] Concourse can use these components to CRUD the infrastructure
