In order to support our transition to GovCloud, we need to update aws-broker to accept REGION as a environment variable or configuration option.

[x] aws-broker does not contain the string 'us-east-1', except for a default when no configuration is specified
[x] aws-broker accepts AWS_DEFAULT_REGION environment variable
