Notes: Cloud.gov has global styles in their settings and scss. We could copy and paste those or design can create a style guide that replicates those. Currently cloud.gov does not have an official style guide.

Need decision on how eng would like to implement global styles and what else needs to be defined. Cloud.gov has global styles set in their settings and scss files. Currently referencing those and the color library wires.
