Research sitemap generation #424

In preparation for #114 , we will likely need a sitemap that describes the URLs we would like to scan.

We may be able to use a next specific sitemap generator, like https://www.npmjs.com/package/next-sitemap, or another node / react based tool.

Investigate sitemap generation tools that will output a format compatible with pa11y and other accessibility scanning tools and generate a sitemap.
