Put note on top of site explaining that it's a draft / proof of concept #186

In order to avoid confusing anyone who finds compliance.cloud.gov via search engines or other paths, it'd be great to have a small but visible banner on top of the site that explains that it's a proof of concept with draft content.

I filed https://github.com/18F/cg-compliance/pull/185 to put a note on the compliance.cloud.gov homepage, but it'd be even better to have a little friendly banner/note that shows up at the top of every page.

I figure this might just be a few minutes of adding some text/styling in a template - I haven't done this myself since I'm not sure where to find that template. Not worth it if it's a lot of work. :)

It'd be ideal for this banner to include something like "if you're in the federal government and you want the real version, request it!"

A disclaimer seems like a band-aid. If this information is either out-of-date or not accurate somehow, then we should either update it immediately or bring it down.

I think it would be much better if the information on here in minimal, but accurate and current.

As an aside, I think replacing all the content with: Here's how to request this information if you're in the federal government is also an acceptable solution.
