Merge deployment pipeline #189

It currently lives in another repository, but the pattern we're using for other cloud.gov projects is to put all of the deployment configuration in a 'ci/' directory.

Sounds good to me! From a contributor perspective, I find it mildly confusing for these to be separate. :)

No longer relevant as we're not using OpenControl.
