Broken links to control pages on generated site #190

OpenControl.org links to https://compliance.cloud.gov which has bad links.

https://compliance.cloud.gov/standards/NIST-800-53-AC-2%201.md returns a 404.

Good for us to look into when we get an opportunity to revisit the compliance.cloud.gov site!

We took down this site for the time being, so this is no longer an issue.
