Add AWS tags to BOSH Directors Manifests and runtime configs #575

As part of continuing efforts to tag all AWS resources for budget and cost exploring purposes, BOSH Director and BOSH deployments need some additional tags added to the defaults to make sorting these tags in cost explorer easier.

Notes

Runtime config tags
Mainfest tags
Add a new tag environment:{environment}
Test is a combo of runtime and deployment manifest tags works

Acceptance Criteria

[ ] Test tag deployments
[ ] Verify in AWS EC2 Console and in Cost Explorer (it takes up to 2 days for new tags to show/sort in CE)
