Recover readthedocs access

In order to keep our docs updated, we want to recover our access to readthedocs

Acceptance Criteria

[x] cloud.gov platform team has access to the cg-django-uaa project on readthedocs
[x] cloud.gov platform team has a handoff plan to ensure we keep access to the project on readthedocs

making sure we have access to this means we control the content that looks to be official cloud.gov content

[links to background notes, sketches, and/or relevant documentation

[ ] reach out to previous team members (I already reached out to @-stvnrlly, I know @-tammersaleh doesn't have access)
[x] failing that, reach out to readthedocs support
[ ] add readthedocs access to onboarding and offboarding to make sure we keep access going for the team in the future
