chore: Refactor site build queue and worker #4493

Changes proposed in this pull request:

Creates a new SiteBuildsQueue to manage site build jobs from the bullmq queue worker
Allows the current SiteBuildQueue (singular) to be deprecated in a following update along with the pages-builder app
Refactor the site build job to just include the build id and allows the worker to setup the CF task command and manage the task
