Diagnose scheduled jobs queue and scheduled build tasks kickoff #4654

The scheduled build tasks using the scheduled jobs queue are running multiple times during leading to duplicate jobs with a subset of the build tasks becoming stuck in an unfinished state.

Acceptance Criteria

[x] Diagnose the reason for duplicate build tasks
[x] Identify why scheduled build tasks are running at both the original and updated scheduled time
[x] Update the scheduled queues jobs to run as expected

Artifacts from old repeatable tasks were never cleared for the queue.
