upgrade 11ty to v2 #58

Changes proposed in this pull request:

upgrades 11ty from v1 to v2
removes BrowserSync 404 redirects because 11ty v2 doesn't use BrowserSync by default and that's the only thing BrowserSync was being used for as far as I can tell
removes old 404.html page (which may not have even been in use?)
new 404 layout/markdown

security considerations

none that I'm aware of

Thanks @hbillings!. I'm going to create a new branch and merge this PR into it. Then we'll be able to run this update through the build process, CI checks, and sign your commit with our GPG keys.
