The checklist and the background doc do not precisely agree. On the presumption that the checklist here is more up to date I've added a couple of suggestions in the doc and tagged @apburnes over there, but if there's someone else that it would be better to tag, please let me know. I do note that the doc is version numbered (currently 1.8).

Added to the Pages cloud.gov cloud foundry org as an Org Manger.

I have access to Federalist (https://federalist.18f.gov/) in Search.gov, but I think that's it. Is there a separate Site defined in there for Pages, or do they share the configuration?

I have access to the correct Search site now, and have done everything I can do except the updated AWS setup, which is next.
