In order to keep the alerting for rogue clients from alerting on clients defined outside of clients.yml or requiring being manually added to the vars file, move the autoscaler client creation to clients.yml
Acceptance Criteria
[x] Given a deployment to dev/stage/prod, move the creation and declaration of the autoscaler client to clients.yml, a subsequent deployment after this change should result in a no-op deploy
Security considerations
No changes to security boundaries, practices, documentation, risk that arise directly from this story
Should result in easier maintenance of clients going forward.

[x] Remove references to add-autoscaler-client.yml from ci/pipeline.yml
