In order to move the snort pipeline to only use the Jammy version of the release, we want to remove the older bionic/xenial jobs and switch other jobs to use the jammy version as the source

[ ] Remove the update-release-rules job and dependent resources
[ ] Remove the update-release-git job and dependent resources
[ ] Create a update-releases-jammy-rules that time triggers like the bionic/xenial variant
[ ] Repoint update-pulledpork-docker to use the Jammy variant
