Modify references to go-cfenv to point to local forked version #2906

The go-cfenv repo has been forked to a local repo under the cloud-gov organization. The next step for that repo is to find all references to it and changing them in the corresponding repos.

Repos found are: Stratos - fixed sample-app - fixed laboratory - not used s3-broker - already done cg-dashboard - archived not fixing cg-deploy-kubernetes - archived not fixing kubernetes-broker - archived not fixing cg-deploy-elasticache-broker - archived not fixing cg-header-validator - archived not fixing cf-events - archived not fixing cg-deploy-kubernetes-broker - archived not fixing

Finished this by fixing both Stratos and sample-app, the rest of the repos are archived.
