SPIKE: Explore using CF performance tests #2940

In order to measure the performance of the platform between changes we want to track this

Acceptance Criteria

[ ] GIVEN a running cloud foundry deployment, run performance tests via a concourse pipeline

Security considerations

Keep all secrets in credhub, deploy via concourse

Implementation sketch

[ ] Figure out how to deploy https://github.com/cloudfoundry/cf-performance-tests-release
[ ] Create a pipeline for this, schedule to run on a regular schedule and perhaps also after a cf deployment
[ ] Document operation in internal-docs
