Overhaul Stale Keys to remove dependence on the Postgres RDS instance #3015

Research and implement if it is feasible, removal of the RDS instance utilized by the stale keys tool. One possibility is to use the existing Prometheus Time Series Database (TSDB) via alerting rules.
