Update Shibboleth to v5

v4 of Shiboleth will no longer be supported after September 1, 2024: https://shibboleth.atlassian.net/wiki/spaces/IDP4/pages/1265631499/ReleaseNotes#4.3.3-(April-15th,-2024)

So we will need to upgrade to Shibboleth v5 so that we can keep using supported/secure software. We will need to follow these steps to do the upgrade: https://shibboleth.atlassian.net/wiki/spaces/IDP5/pages/3199500925/Upgrading#Upgrading-from-V4

Acceptance Criteria

• [ ] Update blob to latest version of Shibboleth v4
  • [ ] Deploy to dev and verify the acceptance tests pass
  • [ ] Deploy to stage and verify the acceptance tests pass
  • [ ] Deploy to prod and verify the acceptance tests pass
• [ ] Follow steps to upgrade to Shibboleth v5: https://shibboleth.atlassian.net/wiki/spaces/IDP5/pages/3199500925/Upgrading#Upgrading-from-V4.
• [ ] Update Shibboleth blob to latest v5 version
  • [ ] Deploy to dev and verify the acceptance tests pass
  • [ ] Deploy to stage and verify the acceptance tests pass
  • [ ] Deploy to prod and verify the acceptance tests pass
