Collaborate with NIST #24

NIST is developing OSCAL and interested in pushing it forward. Met with Dr. Michaela Iorga and Chris Compton today; putting this on the backlog to track.

Once we have OSCAL mapping, we can collaborate with NIST to use it as a sample/example.
