Clarify project governance #26

Work with the CNCF team to clarify project/repo governance.

  1. Meetings can move to Zoom (Publish to YouTube, etc.) - Brandon to assist
  2. Add meetings to the CNCF calendar(s) - Brandon to assist
  3. Add GOVERNANCE.md and point to TAG Security, reviewed/approved by STAG team. Point to the https://github.com/cncf/tag-security/tree/main/governance folder
  4. License alignment with STAG. https://github.com/cncf/tag-security/blob/main/LICENSE.md. Add extension of TAG Security. Add https://github.com/cncf/tag-security/blob/main/LICENSE-document and https://github.com/cncf/tag-security/blob/main/LICENSE-code
