downgrade APIC version #180

Reverting due to the following bug that will prevent the latest version of APIC to successfully install as part of CP4i:

https://github.ibm.com/velox/velox/issues/6699

Defect is now closed but I can not yet see the -fix1 version available when I deploy the latest version of the APIC Operator
