Update PN operator and instance to latest and execute sync-manifests.sh #260

Update PN operator to use Channel = v5.3 and PN instance version = 2021.4.1 along with the appropriate license.

Also executed sync-manifest.sh to propagate changes to the other profiles and additional changes in CP4S and CP4D propagated to the other profiles as well.
