Updated multi-tenancy-gitops with BAW deployment yaml files with the help of Ray Abaid (@therayy).

Updated setup/ocp4x/custom-argocd-app-controller-clusterrole.yaml by adding machineconiguration.openshift.io rules.

Updated 1-infra.yaml file with machineconfig resource whitelist.

Updated services and infra kustomization and argocd folders with the corresponding added yaml files.

Added Documentation in the docs folder and updated the main README.md to point to the documentation.
