Updated Sterling Secure Proxy Recipe #316

Hello, this is an updated, easier to deploy version of the Sterling Secure Proxy configuration manager and engine deployments that no longer requires a pre-installation script. It is plug and play at the demo level, and with the secret replacement would be ready for a production environment. I have confirmed this with Brian Hall.
