OCP 4.7 Tekton Buildah fails with User Namespaces not enabled error

Installed Cloud Native Toolkit on ROKS OCP 4.7 cluster. Buildah step fails with error

• buildah --storage-driver=vfs bud --format=oci --tls-verify=true --no-cache -f ./Dockerfile -t quay.io/upslopeio/express-sample-app:1fd0eb348965768e45bbcc2fcbacd14a78c0ef3d . Error during unshare(CLONE_NEWUSER): Invalid argument User namespaces are not enabled in /proc/sys/user/max_user_namespaces. level=error msg="error parsing PID \"\": strconv.Atoi: parsing \"\": invalid syntax" level=error msg="(unable to determine exit status)"
