Override issues using .trivyignore from repo (will need to load the repo)

@seansund, @csantanapr I created a pull request to implement this change, but don't have permissions to add a reviewer to the pull request. This PR enhances the pull request Tim Robinson created a short while ago which introduced the ignore-unfixed flag to trivy scans, which Carlos reviewed and merged.
