Upgrade version of SonarQube deployed by toolkit #880

The toolkit currently installs version 6.6.0 of the sonarqube helm chart from https://oteemo.github.io/charts.

The chart has moved to https://sonarsource.github.io/helm-chart-sonarqube and the version number was reset to 1.1.9+137.

Along with this change we should expose a persistence variable, defaulted to true, that is used for the persistence values in the helm chart.
