Tammy would like the Gitea instance to be initialized with a default organization #7

After the gitea instance has started, use the api to create an org - https://try.gitea.io/api/swagger#/organization

Nm. An org is created for the admin user

N-nm. We can use the repos under the default user if necessary but having a default org created would be nice
