Handles the scenario where OpenShift Pipelines is already installed #39

Checks for an existing subscription before installing and returns "skip" flag if already present
Adds "created by" label to subscription and should only delete if created by this module
Cleans up CSV instanes in addition to deleting the subscription
Installs the charts using helm upgrade and destroy using helm delete
