Global duplicate file search #50

If legal (opt-in by jurisdiction), add capability for admin to duplicate search across all "opt-in" accounts files and automatically send users duplicates file mediadc task details.

@sergeng Thank you for suggestion, good idea. We'll think about it.

As I understand, it should be like an option available only for administators to create task for scanning all users root directories and the results will be reflected for users as separate task for their root, as for administrator - all results from all users combined.
