Custom PHP Release

The old build process stays active. As soon as php-64bit is defined in the composer.json the new build version is used.

• Using a vagrant box for building new php versions
• Use jq for parsing the composer.json
• Add newrelic for the different php versions
• Use semverio to resolve the correct version
