What does this PR do?

updates dependencies to resolve high and med snyk vulns

How should this be manually tested?

used the artifactory test book: https://confluence.apptio.com/display/CONT/Apptio+Artifactory+metrics-agent+testbook uploaded the new image to jfrog, provisioned a new metrics agent. Deployed on a test cluster confirmed metrics are emitting correctly.
