Updates whatsnew.md to show user-facing changes by build number. This only includes dbnext builds (i.e. what we deploy to multi-tenant clusters and, eventually, dedicated clusters) and does not list bug fixes/internal improvements.
It also doesn't list every build - I rolled up all the initial dbcore -> dbnext changes to a somewhat arbitrary dbnext build. Going forward we may want to add an entry for every deployed build.
