Release stable version 1.1.5

This issue has been opened to track the release of Cloudbase-Init version 1.1.5. Supported Python versions: 3.8, 3.9, 3.10, 3.11. Windows installer Python version: 3.11.9.

To dos:

• [x] Create 1.1.5 tag
• [x] Create the 1.1.5 Windows installers
• [x] Update the stable Windows installers link to point to 1.1.5 installers
• [x] Create Github release 1.1.5

A new tag has been created: https://github.com/cloudbase/cloudbase-init/releases/tag/1.1.5 This version of Cloudbase-Init has the Windows installers built with Python 3.11.9 version.
