Move gallery image handling to URNToImageDetails #17

and support community gallery. URNToImageDetails is called by TagsFromBootstrapParams and also needs to handle gallery ids. Community gallery ids need to be passed is a separate field of ImageReference.

@gabriel-samfira #16 didn't work - it errors out in TagsFromBootstrapParams.
