I added back the 'Run-CustomScript "RunBeforeCloudbaseInitInstall.ps1"' command and left a comment regarding the indentation issue.

You should not download the cloudbase-init installer in the case cloudbase-init won t be installed

closing PR, please reopen it when the experimental rebased will be merged to master
