Navigation bug on particular page

What steps will reproduce the problem?
1. Use latest rev (I'm not sure when the bug was introduced however)
2. On temporary page https://mywebspace.wisc.edu/jbjordan/web/ez/textentry.htm
3. Step down using the Tab key until the line that reads: "Speech feedback when 
a person presses backspace when field is empty"
4. Go down again

What is the expected output? What do you see instead?
It is expected that the highlight continues to the next element. On my browser 
it steps down visibly, but then it doesn't read the element nor does the 
highlight work any more. The tab key then works like a regular tab key by 
moving the default orange outline between links and form elements.

This bug also happens with the latest Chrome store version.
