This would involve adding support for

-filesystems.NAME=ID where name is a logical name for the filesystem which will also determine the mount point and ID is the id of the EFS
an ID named auto would be the default and trigger the creation of a new EFS
automatically mount each EFS under /mnt/NAME
provide a local shim for the dev environment
restrictions for the regions where EFS is not supported
