Pull-Request-Example fails on creating ApprovalRuleTemplate

When running CDK deploy from master with on the Pull-Request-Example, the cloud formation times out and rollsback on creation of the Approval Rule Template custom resource.

Repro steps:

• Clone master branch
• Copy pull-request-example folder to new folder
• run npm install
• Install cdkdx and run cdk build
• Run cdk deploy and approve changes

Error in the custom function:
