GCP: Add support for specifying the backups storage bucket. #80

Tested by deploying an environment where the backup storage bucket was explicitly set to be different than the logs one and another one where it was not set.

Hi @chusopr,

Apologies for the delay looking at this. We've reviewed a bunch of PRs today and found that #95 does very similar to this PR. We've merged that instead as it also supports Azure and AWS.

I'll close this PR but please re-open if you feel something is missing from #95
