The whole contents of roles/runtime/tasks/initialize_setup_gcp.yml are removed as the only purpose of the tasks there is to set some variables that don't seem to be ever used and the tasks to set those unused variables may need additional privileges.

This has been tested by doing full deployment + teardown of a cluster (infra + plat + run).
